colin it shouldn't run hot if you have water coooling install correctly....if you don't have water cooling you should not be overclocking......even with watercooling overclocking will eventually shorten the life of your CPU, RAM, and your graphics card if you have that overclocked. What temp is your CPU showing when overclocked to 4ghz.

high 70's with water cooling......it should never get as hot as that with water cooling......what make is the water cooling system.
with a good water cooling system i would not expect temp to go above 40.
PC at idle with good water cooling temp should be in the 10-25 range.......pc under load playing games it should be 20-25 range.
Fuck my brother has his core 2 duo E8500 running at 4.2Ghz with with the tuniq 120 heatsink and fan and his temp never goes above 25 degrees...and that's not water cooling.

i've checked my temps against what other people have reported getting and mine are pretty similar i think it is hyper-threading that causes i7's to run much hotter than conventional cpu's

i've read stuff myself colin....guys are running idle with core i7 920 with stock heatsink and fan at temps of between 30-40 with hyperthreading on (not overclocked), i'd expect a good water cooling system to shave 10-15 degrees off that, so 15-25 or 20-30 range.
I know the i7's run hotter, but 30-35 degrees with water cooling....even though you have it overclocked is a bit high than i would expect.
put your settings at default and tell me temps without it overclocked.

 .......guys are running prime 95 with stock speed and stock heatsink and getting temps of 70-80 degrees.....water cooling should give temps at least 15-20 degrees below this.
I'm asking you to run your CPU at stock speed so as we can compare temps with these guys....so i can see if your water cooling is working properly.....your water cooling system might need bled....just like a cars radiator needs bled when newly fitted......your water cooling system might have an air pocket stopping it from functioning correctly. i'm just trying to help as you don't wanna ruin your new PC.

ahh right man, i did test it at stock speed for 7 hours last week, at idle is was iabout 22C and after the 7 hours it had hit 40C

your temps at stock speed sound about correct.......i told you about using side fan to blow into case....that might give you a couple of degrees lower.
Remember that the higher you overclock means you need to use a higher voltage, which also makes your CPU hotter, your corsair H50 is an ok beginners water cooling system, but to cool down your i7 running at 4ghz more you would have to buy a system nearer the £200 mark.....as they say....you get what you pay for.....a budget water cooling system won't get you the best results, whereas one priced at 200 quid you would see a drastic temperature drop compared to the H50.......if the CPU is still running too hot for your liking or my suggested temps, then overclock it slightly less maybe 3.4ghz....see if you can keep it at a nice 25-30 degrees when gaming.
